Lieutenant Steele was leading the investigation of the Costello family, a huge mob organization in the west. Officer Grace came to Lt. Steele to advise her that she had an informant who gave her information about the family and their activities; it was enough to bust them. Rachel did not think it was enough, she said they needed solid evidence. She wanted Officer Grace to go in undercover and
